We propose to introduce a requirement for taxi and ride-hailing drivers to have Estonian language skills at least at B1 level. The requirement must apply equally to everyone, and existing drivers should be given a reasonable transition period.
Taxi and ride-hailing drivers work in the service sector and communicate with clients daily. In practice, a significant number of drivers do not speak Estonian at a level sufficient to serve customers in the state language. This creates real problems: inability to communicate in emergency or dispute situations; difficulties when dealing with local clients; lower service quality; unfair conditions for drivers who comply with language requirements. In addition, the current procedure for issuing the service card (teenindajakaart) does not ensure real verification of language skills. In practice, even those who cannot communicate in Estonian with clients are able to obtain the card.
We propose to amend the regulations governing taxi services and introduce: A mandatory Estonian language requirement at least at level B1 for all taxi and ride-hailing drivers.
The requirement should apply: regardless of citizenship; equally to all drivers; either through a B1 certificate; or through an official language interview when applying for the service card.
Transition period
Drivers who already hold a valid service card at the time the changes come into force should be given a transition period. Existing drivers must confirm Estonian language skills at least at B1 level within 18 months from the entry into force of the new requirement. Language skills can be confirmed by: submitting a B1 certificate; or passing an official language interview.
If the requirement is not fulfilled within this period, the service card becomes invalid.
