The word “tibla” is a derogatory and discriminatory term. Its public use undermines human dignity and deepens social divides. This initiative calls on the Riigikogu to adopt legislation that prohibits the public use of this word and makes it punishable.
The word “tibla” has historically been used as an insult against the russian and russian-speaking population and other russian-speaking minorities in Estonia. Its use in public space humiliates people, normalizes discrimination, and reinforces a harmful “us versus them” division in society.
This expression is not just a word – it fosters interethnic hostility, fuels hatred, and undermines trust both between people and towards state institutions. In the long run, it creates ethnic barriers and makes integration more difficult.
At present, the public use of the word “tibla” is not directly punishable, even though it clearly contradicts:
- § 12 of the Constitution of the Republic of Estonia (equality before the law, prohibition of discrimination),
- the principles of the Equal Treatment Act,
- and the fundamental values of the European Union, which emphasize respect for human dignity and equality.
We propose that the Riigikogu amend the legislation so that the public use of the word “tibla” is explicitly defined as a discriminatory act and an incitement to hatred.
This should include:
- introducing a specific provision either in criminal law or in the Equal Treatment Act,
- establishing a system of warnings or fines for public use (e.g. in media, social media, political statements, official events),
- basing the amendment on the Council Framework Decision 2008/913/JHA, which obliges EU Member States to criminalize racist and xenophobic expressions.
The aim is to send a clear signal to society: ethnic slurs are not acceptable in Estonia, and the protection of human dignity and equality is a core responsibility of the state.
Tibla on hellitus nimi !
Sõna tibla on mõistlik võtta sõna vene asemel Eesti sõnaraamatusse kui oma keelne sõna vägistajate , mõrvarite , kriminaali , küüditajate ja sissetungijate ning siin prussaka kombel olesklevate võõr liigi tähistamiseks - Soomes on selliste nimetamiseks sõna ryssa ja kohustuslik peab olema see , et ka lause alguses tohib seda kasutada ainult väikse tähega !!! Muide minu üks vanaisa oli nõuka ohvitser ja ma ei leia , et dibla kedagi diskrimineerib , see sõna on nagu kindel vägivalla sümbol mida vene vägivald on tekitanud ja pole diblal põhjust solvumiseks - kui kõik sissetungijad oma esivanemate kuritegude eest põlvili Raekoja platsidel halastust paluvad ja oma sissetulekust topelt käibemaksu maksavad , siis saavad iseeneset väärtuseks ning keegi ei kasuta peale isanime mingein austavaid lisasõnu !!! ;)
