We hereby request you to prohibit the concert of Philipp Kirkorov to be held on 27 May 2022 in the Tondiraba Ice Hall, which is under the administration of the Tallinn Culture and Sports Department, by exercising the right of the municipality as the owner of the ice hall to regulate the events taking place at the venue.
We would like to draw attention to the fact that Philipp Kirkorov (Фили́пп Бедро́сович Кирко́ров, b. 1967) is a citizen of the Russian Federation and a public figure who has expressed his support for the incorporation of the Crimean peninsula of Ukraine into the Russian Federation. As a result, he has also been banned by the Republic of Lithuania from entering the country since 19 January 2021, and Ukraine has included Phillip Kirkorov on the list of persons threatening national security since 22 June 2021.
Russia has intervened in Ukraine's self-determination since 2014, and done it by force. On 24 February 2022, Russia launched another military invasion of Ukraine, including attacks against civilians. In the first month of the war, more than 3.5 million people have fled the country, mostly women, children and the elderly, and thousands have died. An artist actively supporting the Russian invasion cannot be allowed on the stage of the local government as a representative of the state, in the capital of the Republic of Estonia, a NATO and European Union Member State.
Considering that the Western allies are increasingly looking for ways to isolate Russia as the aggressor in every possible way, and at the same time Russia is actively seeking every possible sign of Western insecurity for the purpose of using it in its propaganda, allowing Kirkorov's concert also carries a heightened risk of becoming the victim of an information operation, which could damage the reputation of the Republic of Estonia. It is equally important that war refugees arriving in Estonia, and also in the capital, deserve a safe environment in which they should not have to witness a performance by Kirkorov in the host country, as he is a person openly and publicly questioning the sovereignty of Ukraine.
We are of the opinion that there is no reasonable justification whatsoever for holding a concert by Philipp Kirkorov in Tallinn. With our signatures, we show that we fully support banning the concert.

Tänan kommenteerijaid. Olen nõus, et tegelikult vajaks Venemaa agressiooni pooldavate kultuuritegelaste Eestis esinemise temaatika laiemat arutelu, ehk isegi Riigikogu tasandil. Ehk tegeleme sellega juba järgmistes petitsioonides! / Thanks to the commentators. I agree that the issue of the artists who support the Russian agression performing in Estonia needs to be further discussed, possible at the level of the parliament. But this is a topic of further petitions because right now we are targeting the local government level.
