Vote for the creation of a safe descent from Lasnamäe to Kadriorg! This project will ensure a safe route for people with disabilities, parents with strollers, and light transport users, improving mobility and quality of life in Tallinn.
Currently, residents and visitors of Tallinn face a serious problem: the impossibility of a safe descent from Lasnamäe to Kadriorg or Pirita. For 2.6 kilometers between the existing Majaka descent and Pirita descent, there is no safe and convenient route. This creates significant barriers for certain categories of citizens.
The existing descents, such as the Kumu descent and the Lauluvaljak descent, do not meet the necessary safety standards. They are extremely dangerous and pose a threat of injury. Furthermore, the safe part of the Lauluvaljak descent (the field area itself) is often blocked during the summer due to numerous events, making it inaccessible during the most active period. The presence of a sign on the Kumu descent, informing of self-responsibility, only highlights the awareness of the danger but does not solve the problem. The lack of adequate infrastructure deprives people with disabilities (pensioners, invalids), parents with strollers, and cyclists of the possibility of unhindered and safe movement between these areas.
We propose immediate measures to create convenient and safe Kumu and Lauluvaljak descents. This includes not just cosmetic changes, but a full-scale reconstruction that will ensure easy and safe access for all categories of citizens, including cyclists, people with strollers, and people with disabilities (pensioners, invalids).
To achieve this goal, it is necessary to:
- Modernize the Kumu descent and the Lauluvaljak descent: Carry out work to level surfaces, install ramps with adequate slopes, equip handrails and fences, and improve lighting. Wide and smooth passages must be provided, excluding sudden elevation changes and obstacles.
- Ensure year-round accessibility: For the Lauluvaljak descent, a mechanism must be developed to ensure unhindered passage even during events. This requires modernizing the alternative route, which is currently in a deplorable state.
- Eliminate dangerous sections: Conduct a detailed audit of the current descents to identify and eliminate all potentially dangerous spots, including unevenness, slippery surfaces, and steep sections.
- Consultation with target groups: Actively involve representatives of the user groups for whom these descents are intended (organizations for people with disabilities, cycling associations, parent communities) during the design and implementation of the work to take into account their specific needs and suggestions.
The implementation of this project will not only enhance the safety and accessibility of the urban environment but also significantly improve the quality of life for Tallinn residents, contributing to the creation of a truly inclusive city. We urge the city authorities and responsible bodies to immediately consider and support our proposal, allocating the necessary resources for its implementation.
