In Viimsi, on Luhaääre road, tar liquid and small loose gravel are installed in potholes every year. The loose gravel does not adhere to the tar liquid and within a week it has left the potholes and spread across the asphalt street, making the street dangerous, uncomfortable.
In 2023, 2024, and 2025, Viimsi Municipality has laid loose crushed stone in potholes and on the edges of Luhaääre road.
In 2024 and 2025, I have contacted Viimsi Municipality and explained that their work is not effective: after a few days, the street is full of loose gravel, the potholes are not filled, and the tar liquid stains. I have sent them several letters, videos, and asked them to come and inspect on site.
The response from Viimsi Municipality has been that they have some kind of "plan" that they must follow and they do not have money for "proper" road maintenance. I tried to find out how much such random spreading of loose gravel on the street costs and who benefits from it, but I did not receive a clear answer.
Please stop filling potholes with loose gravel, because these potholes:
- Are not dangerous for cars (we have a 30km/h zone and these potholes are more like uneven patches than holes).
- Are no longer filled with loose gravel after a couple of days, because cars spray it away.
- Loose gravel is uncomfortable for pedestrians, dangerous for cyclists, and increases traffic noise; the tar liquid stains shoes and dog paws.

The gravel is poisoning my soil
I am in Vinni vald and the road goesvtrough my property since it is the only way. Vinni vald has the "permission of use". However, after each repair, the excess loose gravel is puling up abd with each car, truck or tractor it is thrown into my field. It is over a lenght of 170m on one side and 60m on the forest side and I decided this year to remove manually the excess gravel on the edge of the road. Roughly 160kg! This petition give me the idea to contact Vinivald now.
