Estonia joined the EU in 2004. Since then many EU directives have been adopted. Unfortunately for uknown reason Estonia has never fully adopted directive 2012/27.

The Energy Efficiency Directive 2012/27 / EU (abbreviated EED) is a European Union directive which mandates energy efficiency improvements within the European Union.It was approved on 25 October 2012 and entered into force on 4 December 2012. The directive introduces legally binding measures to encourage efforts to use energy more efficiently in all stages and sectors of the supply chain

Curently in many apartment buildings heating is measured by m2. This is not fair, make monthly bills higher and does not encourage energy saving.

Some apartments associations are using heat allocators without heat sensor, which also does not divide energy according to fair usage.

With current prices of heating, this is a very big problem.

Without heat cost allocator (heating meter) , based on heat sensor technology, heating cannot be divided fair. In some buildings, especially in Tallinn and Tartu, some owners are renting apartments for short term through dufferent platforms, for example air bnb. As heating is included in the price of such rent, radiators are usually open to full and the windows are opened. Unfortunately as heating is paid not by usage but by m2, all other people living in this building are paying more.

In part of the apartment buildings, companies are located as well, this also cause more heating to be used.

Great problem is also in buildings where parking space, busineses and short term rentals (example air bnb) are part of the same housing association because very high cost of heating is divided between busineses and apartments in the same proportion.

This petition should oblige every housing association to give choice to apartment owner to install heating meters based on heat sensor technology and charge everyone according to actuall use.

This system has been active for many years in another EU country for example Germany, Poland and is prooven that bills for heating are much lower.

Petition will help everyone to reduce heating bill.

  1. Kütte arvutamine valemi alusel

    Idee on hea kuid on üks nüanss, mida peab ära mainima. Nimelt on kortermajades, kus küttesüsteem on renoveeritud ja ka andurid on paigaldatud radiaatoritele, et mõõta hetketarbimist. Kuid osad korteriühistud on läinud seda teed, et hetketarbimine on mõõdetud valemiga 70/30, kus 70% küttest maksad nii kui nii, sest see on soojus, mida saad naabrilt (mis sest, et naaber ei pruugi üldse sel ajahetkel kütta), ülejäänud 30% maksad tegeliku tarbimise eest, mis tuleb su radiaatoritel paigaldatud anduritest. Taoline süsteem on tarbijavaenulik kuid ometi täiesti legaalne petitsiooni algataja pakutud süsteemis tänasel päeval. Seega tarbija võib küll säästa kütte pealt reguleerides radiaatorites vastavalt sooja kuid sääst toimub ainult kuni 30% ulatuses küttearvelt, sest küttearvest on 30% moodustamas andurite alusel. 70% nagu eelnevalt mainitud, saad aga naabrilt läbi seinte, kuigi naaber võib mitte kütta. Tegelikult on üleüldse tragikoomiline olukord sele valemi järgi tekkimas, sest kui ise keerad endal kütte välja, naabrid keeravad ka endal kütte välja, siis ometi maksavad kõik nagunii need 70% küttest kinni kuigi kõik naabrid tarbivad üksteiselt hoopis külma, sest kõik ju keerasid kütte endal välja. Minu ettepanek siinkohal on tagada 100% olukord petitsioonis, kus kui radiaatoritel on paigaldatud soojusandur, siis küte arvutatakse 100% radiaatoritelt tulnud soojuse alusel, mitte müstilisel "naabrilt läbi seina tulnud" soojuse alusel.

    1. Tere. Täname kommentaari eest. Ma nõustun sinuga. Kahjuks panin mõõtmismeetodi nime valesti. Soojusandur on õige tehnoloogia. Kütmist tuleb mõõta 100% tegelikust kasutamisest.

    I am German and live now since 2017 permanently in Estonia on a Bio Farm. I lived in France (35 years) and Germany and in both countries the heating costs are the real cost based on the device installed on the Radiator or an energy counter in the hor water pipe from the heating system which is much more precise, because they are methods to fool the device (condensation based) on the radiators. However, measuring the used energy directly on the radiators is standard in Germany for more the 40 years. Please, Milosz Maksimovic, change your petition that it reflect also the concerns of Bogdan Parubok, because they are 100% valid. I will sign the petition.

    1. Thank you for the comment. First I will tell you that I agree with you and Mr. Parubok. Unfortunately Estonia failed to protect us, the customers, same time protecting housing associations which make huge profit signing agreements with companies directly connected with them. Housing associations are also managing our heating. And way they do it is not fair. For example big part of my housing association represent owner of 30 air bnb apartments,his clients are maximizing heating and opening windows. I am rarely home. My heating is on minimum, but my bills are very high. I cannot even rent this apartment due to high cost. I tried in court but unfortunately some people are above law. I will not go into details. Even before energy rise my heating bill was at 3/4 of total monthly housing association bill. I think old system you are writing about is now exchanged by modern system . And there are different possibilities and measurements systems. What I actually want is exactly what Mr Parubok is writing about. What should i add in your opinion to make my petition more clear?
