Petition to allow everyone to be charged for heating according to actual use
(Installation of heat cost allocator based on heat sensor technology)
Estonia joined the EU in 2004. Since then many EU directives have been adopted. Unfortunately for uknown reason Estonia has never fully adopted directive 2012/27.
The Energy Efficiency Directive 2012/27 / EU (abbreviated EED) is a European Union directive which mandates energy efficiency improvements within the European Union.It was approved on 25 October 2012 and entered into force on 4 December 2012. The directive introduces legally binding measures to encourage efforts to use energy more efficiently in all stages and sectors of the supply chain
Curently in many apartment buildings heating is measured by m2. This is not fair, make monthly bills higher and does not encourage energy saving.
Some apartments associations are using heat allocators without heat sensor, which also does not divide energy according to fair usage.
With current prices of heating, this is a very big problem.
Without heat cost allocator (heating meter) , based on heat sensor technology, heating cannot be divided fair. In some buildings, especially in Tallinn and Tartu, some owners are renting apartments for short term through dufferent platforms, for example air bnb. As heating is included in the price of such rent, radiators are usually open to full and the windows are opened. Unfortunately as heating is paid not by usage but by m2, all other people living in this building are paying more.
In part of the apartment buildings, companies are located as well, this also cause more heating to be used.
Great problem is also in buildings where parking space, busineses and short term rentals (example air bnb) are part of the same housing association because very high cost of heating is divided between busineses and apartments in the same proportion.
This petition should oblige every housing association to give choice to apartment owner to install heating meters based on heat sensor technology and charge everyone according to actuall use.
This system has been active for many years in another EU country for example Germany, Poland and is prooven that bills for heating are much lower.
Petition will help everyone to reduce heating bill.
