Estonian drivers must have their misunderstanding of the maximum allowable speed LIMITS in Estonian carparks and yard areas clarified. Ideally the law must be simplified to 'Walking Speed' for all Estonian carparks and yard areas.
In fact the speed limit for carparks and yard areas in Estonia is dependent on the driver's distance of unobstructed visibility of POTENTIAL pedestrians. Driver's vision is obstructed by cars, building exit-entrance doors, blind corners, and many other factors. The moment unobstructed visibility drops BELOW 8 meters, the driver must by law reduce speed BELOW 20km/h. Down to 3km/h, where the unobstructed visibility reduces to 1m. Constantly accelerating and braking to maintain the maximum allowable CONDITIONAL speed, is dangerous in itself. So I suggest we simplify the law, to mandate WALKING SPEED for all carparks and yard areas in Estonia.
Re-education of drivers which ensures all drivers understand the quite complex speed limit rules currently in place. Ideally things will be simplified for drivers by replacing the current, complex, confusing, multiple laws, with a single 'WALKING SPEED' mandate for all Estonian carparks and yard areas.
