Estonian drivers must have their misunderstanding of the maximum allowable speed LIMITS in Estonian carparks and yard areas clarified. Ideally the law must be simplified to 'Walking Speed' for all Estonian carparks and yard areas.
In fact the speed limit for carparks and yard areas in Estonia is dependent on the driver's distance of unobstructed visibility of POTENTIAL pedestrians. Driver's vision is obstructed by cars, building exit-entrance doors, blind corners, and many other factors. The moment unobstructed visibility drops BELOW 8 meters, the driver must by law reduce speed BELOW 20km/h. Down to 3km/h, where the unobstructed visibility reduces to 1m. Constantly accelerating and braking to maintain the maximum allowable CONDITIONAL speed, is dangerous in itself. So I suggest we simplify the law, to mandate WALKING SPEED for all carparks and yard areas in Estonia.
Re-education of drivers which ensures all drivers understand the quite complex speed limit rules currently in place. Ideally things will be simplified for drivers by replacing the current, complex, confusing, multiple laws, with a single 'WALKING SPEED' mandate for all Estonian carparks and yard areas.

Over 40% of all insurance claims in Estonia arise from incidents occuring in carparks and yard areas. See comments for details. This is too complex and confusing, and leads to drivers believing they are driving safely, and legally, at speeds which by law constitute 'reckless endangerment' and 'criminal negligence'. See details in comments. The moment your unobstructed vision (to your front and sides, down to ground level) falls below 8 meters, the statuatory maximum allowed speed of 20km/h no longer applies. In fact the maximum legal speed limit reduces to 3km/h, where unobstructed vision from the ground up, to the driver's front and sides, is one meter. This is not an uncommon situation. At the most common 3 m (distance of parked cars to a car transitting through the carpark), the maximum legal speed limit is still close to 'walking speed'. See the table below in comments. The result is a high number of accidents, a higher number of injuries and deaths, and a higher amount of property damage, including to pets. The moment a driver exceeds WALKING SPEED in a carpark or yard area, they face their insurance claims being denied by insurance companies, and risk criminal and civil prosecutions for reckless endangerment and criminal negligence. This includes veterinary bills for injured animals, and compensation for animals killed, as they are legally property in Estonia. The recent death of a pedestrian in a carpark in Tallinn, Estonia, highlights the urgent nature of this initiative. Starting with the re-education of all drivers, and pedestrians (who should be aware of their rights, and how to enforce them by calling 112 and reporting drivers for reckless driving that places their children and pets in jeopardy. My initiative proposes two distinct actions. The first being to ensure that every Estonian driver understands the current laws, as outlined in the comments below. The second is to harmonise the statuatory maximum with the conditional maximums, by simplifying the current, complex, confusing, laws, into a simple, easy to understand, thus easy to follow, and easy to enforce, STATUATORY MAXIMUM SPEED FOR ALL ESTONIAN CARPARKS AND YARD AREAS OF 'WALKING SPEED'. I am calling on all police and other emergency first responders, judges, parents, pet owners, and responsible adults in Estonia to sign this petition, and promote this initiative. Let Estonia lead the way in the European Union with this initiative, as Estonia has already done in so many other fields!
